Both Value-based Insurance Design and Value-based Purchasing Programs offer mechanisms for gaining efficiencies in health care while improving quality. Value-based Insurance Design adjusts patients’ out-of-pocket costs for health services based on the clinical benefit to the patient. Value-based Purchasing would hold providers of health care accountable for cost and quality, by bringing together information on the quality of health care, including patient outcomes and health status, with data on the dollar outlays going towards health. Information technologies are critical to the success of both efforts.
